Easiest effect is to create a shadow with a copy of the original text

 

Using a stroke to do the same effect, can make the text itself shrink

 

You have to play around with the tracking in the Character Panel a lot when resizing

 

You can complete the background with a red banner of sorts to make the text stand out more, it’s a right bastard to do on an arch though:
